Mr. NATCHER. We take up next the National Mediation Board, and we have before the committee Mr. David H. Stowe, a member. Mr. Stowe, it is a pleasure to have you appear before our committee at this time in behalf of the budget request for the National Mediation Board. Who do you have with you?

Mr. STOWE. May I first explain why Chairman Ives is not here. He has been engaged in marathon mediation for the last three days and nights, fortunately at five minutes before the strike deadline last night they reached an agreement on American Airlines, otherwise American Airlines would not be flying today. All the negotiators are now resting, including the chairman.

Mr. NATCHER. I understand.

We are delighted to have all you folks before the committee at this time and, Mr. Stowe we have had an opportunity to review your statement and we will insert it in the record at this time. [The statement referred to follows:]
