We have the Community Services Administration, CSA, and the Director, Grace Olivarez. Ms. OLIVAREZ. On my left is Mr. Tom Rollis, our Controller. On my right our Deputy Director, Mr. Allison. To his right, Mr. Gabusi, who is Assistant Director for Management for the agency. Mr. FLOOD. I see we have your prepared statement. Ms. OLIVAREZ. I would like to submit that just for the record, Mr. Chairman. I would like to use a few moments to tell you what we have been doing since we took over the agency. Mr. FLOOD. Without objection, we will do it that way. [The information referred to follows:] (1) Graciela (Grace) Olivarez began her career with KIFN-Radio in Phoenix, Arizona. In 1952 she joined the station as a secretary, working later as engineer, announcer, and Women's Program Director. During that period Ms. Olivarez was active in the cause of the underprivileged, serving as a Staff Specialist with the Choate Foundation in Phoenix from 1962 until 1966, and was involved with projects that dealt with solutions to poverty, juvenile delinquency, and educational problems of Mexican-American children. While at the Foundation, she was Executive Secretary of the 1965 National Conference on Poverty in the Southwest sponsored by OEO/CSA, the Choate Foundation, and a labor union. Ms. Olivarez joined OEO as the Director of the State Economic Opportunity Office of Arizona in 1966, leaving that office for the University of Notre Dame Law School in 1967. After receiving her Doctor of Jurisprudence degree in 1970, Ms. Olivarez rejoined the poverty program as Director of Food for All, an OEO/CSA-funded Community Action program designed to improve federal food programs such as food stamps, school lunch, and surplus food distribution. Other degrees include an Honorary Doctor of Humane Letters degree from Amherst College in 1973, and an honorary Doctor of Laws degree from Michigan State University in 1975. In 1972, she accepted a dual position at the University of New Mexico, serving as Professor of Law and Director of the University's Institute for Social Research and Develop ment. In 1975 Ms. Olivarez moved to state government as Director of Planning for the State of New Mexico, her home state, and served there until her appointment as Director of the Community Services Administration on April 4, 1977. Her appointment was confirmed by the United States Senate April 28, 1977. |
