DISPOSITION OF RECORDS IN THE DEPARTMENT OF AGRICULTURE

Mr. ELLIOTT, from the Joint Committee on the Disposition of Executive Papers, submitted the following

REPORT

The joint select committee of the Senate and House of Representatives, appointed on the part of the Senate and on the part of the House of Representatives, to which are referred the reports of the Archivist of the United States (in compliance with sec. 9 of the National Archives Act, approved June 19, 1934) in respect to accumulation of records which are not needed or useful in the transaction of the current business of departments, bureaus, etc., and have no permanent value or historical interest, respectfully report to the Senate and House of Representatives, pursuant to an act entitled "An act to authorize and provide for the disposition of useless papers in the executive departments," approved February 16, 1889, as amended, as follows:

Your committee have taken action on the records described in the attached report of the Archivist of the United States, dated June 29, 1939, to the Seventy-sixth Congress, first session, with respect to records recommended to him for disposal by the Department of Agriculture, and we find and report that said records are not needed. in the transaction of the current business of such Department and have no permanent value or historical interest. We would, however suggest to the Department of Agriculture, that any request from universities, public libraries, historical societies, or other non-Federal organizations relative to these papers, be honored and that the Department of Agriculture cooperate with such organizations to the extent that it deems reasonable and advisable.

We recommend that the Department of Agriculture, as required by law, destroy or otherwise effectively dispose of such records; if by sale, upon the best obtainable terms, after due publication of notice inviting proposals therefor, and receive and pay the proceeds thereof
