SUBCOMMITTEE PROCEDURES

Senator BOGGS. This morning we resume hearings on Labor, HEW, and related agencies appropriations requests for fiscal year 1972. At this time, the hearings have been completed on the Department of Labor; the related agencies, Social and Rehabilitation Service, and Social Security Administration; and for the nondepartmental witnesses or public witnesses. This leaves only the health matters and two related agencies.

We shall endeavor to complete these hearings in 2 or 3 days, we hope, so that we can start marking up the bill next week when we expect to receive the House bill. So we are anxious to hear from the new Assistant Secretary for Health and Scientific Affairs, Dr. Merlin K. DuVal, and his staff regarding the Department's $18.2 billion proposed budget for fiscal year 1972 as compared to last year's $17 billion comparable appropriation.

PREPARED STATEMENT

Dr. DuVal, we are pleased to have you and your staff here. Your biographical sketch and the names of those accompanying you, will be included in the record. You may proceed with your statement. (The biography follows:)
