Mr. FLOOD. We now have the Public Health Service Overview, Dr. Julius B. Richmond, Assistant Secretary for Health.

Doctor, you came aboard about a year ago?

Dr. RICHMOND. Not quite, sir; 7 months ago.

Mr. FLOOD. This is your first appearance though, is it not?

Dr. RICHMOND. Yes, sir. But I was fortunate in being with you in the mid-60s and going to Wilkes-Barre with you for some talks. Mr. FLOOD. I remember.

Dr. RICHMOND. So this is a renewal.

Mr. FLOOD. You have the varsity with you, so suppose we meet them. Dr. RICHMOND. Yes, sir.

On your far left we have Mr. Wilford Forbush, Deputy Assistant Secretary for Budget; next Dr. William Foege, Director of the Center for Disease Control, and next Dr. Thomas Malone, who is Deputy Director of the National Institutes of Health; on my immediate right Mrs. Ruth Hanft, Deputy Assistant Secretary for Health Policy, Research and Statistics; on my left Mr. Peter Bersano, Director of the Office of Resource Management of the Public Health Service; on his

Mr. FLOOD. Doctor, I see you have a prepared statement. How do you propose we handle this?

Dr. RICHMOND. It is very brief, sir, and I could read it. I think in the space of about 8 minutes.
