Mr. NATCHER. The committee will come to order.

We start the regular hearings today on the budget for the fiscal year 1982.

We have several new members on the committee that have come on the committee since last year. We have Mr. Dwyer of New Jersey, who sits here on my left. On my right we have Mr. Porter of Illinois, and Mr. Livingston of Louisiana.

It is a pleasure to have all three of you new members on our subcommittee. All of these members are able members. Mr. Conte, as you know, they will be of great assistance to us on this committee.

Mr. Conte, it is a distinct honor and a privilege to serve on this subcommittee with you, with you as the ranking minority member, because I know that on all of the major problems and more difficult problems, I can turn to you and you will solve them. It is certainly a pleasure to serve with you.

Mr. Conte, would you care to make any statement about our new members?

Mr. CONTE. I am pleased to have Mr. Dwyer from New Jersey; he comes with great credentials; I know he will make a great contribution to this committee.

Mr. Porter, and Mr. Livingston from Louisiana, both sought this subcommittee and we are really pleased to have them. I think they will find it to be one of the most fascinating committees in the entire Congress. But more than that, Mr. Chairman, to serve with you-I served across the hall here for many, many years as ranking member on the Transportation Subcommittee and it was very, very difficult for me to make a choice, but I think you tipped the scales, knowing that you are chairman of this subcommittee. You and I have worked together since I came to this committee as a team to solve a lot of these knotty problems. I really tipped the

scales over and decided to come over here. It took me 23 years to become ranking on this subcommittee. I think it was well worth the wait. You are a great guy, a great American, a great public servant.

Mr. NATCHER. Thank you. We take up at this time the Railroad Retirement Board request and we have before the committee at this time Mr. William P. Adams, the chairman.

Mr. Adams, come up and have a seat. Bring your people with you, the ones that will assist you in this presentation. Who do you have with you today?

BIOGRAPHY-WILLIAM P. ADAMS

William P. Adams was born on August 2, 1926, at Danville, Illinois. He is married to the former Ellen Jane Ross of Danville, Illinois. They were married in 1950, and have three children, Mrs. Cheryl Adams Harman, Ross Perry, and Catherine Jane. Mr. Adams served in the Army Air Corps from 1944 to 1945, and in the Army Air Corps reserve from 1945 to 1948. He received his B.A. Degree from Michigan State University in 1949, and a doctor of Laws degree from Georgetown University Law Center in 1953. He is affiliated with the D.C. Bar and the U.S. Supreme Court. Mr. Adams had a period of employment with the Chicago and Eastern Illinois Railroad from 1944-1949. He served as Clerk in the Senate Disbursing Office, the Office of the Senate Sergeant at Arms, and the Office of Senate Majority Leader, from 1949-1955. From 1955-1974, he served as Assistant Counsel, Office of the Legislative Counsel, U.S. House of Representatives, and as Counsel, Professional Staff Member, Committee on Interstate and Foreign Commerce, House of Representatives, from 1974-1976. From January 1, 1977 to January 31, 1978, Mr. Adams served as Vice President of the Motion Picture Association of America, Inc.

On January 26, 1978, Mr. Adams was nominated by the President to be a Member of the U.S. Railroad Retirement Board for a five year term beginning August 29, 1977, was confirmed by the Senate on February 10, 1978, and sworn in on February 17, 1978.

Mr. Adams resides at 25 W. 100 Cape Road, Naperville, Illinois 60540.

BIOGRAPHY-EARL OLIVER

Earl Oliver was born on February 25, 1917, in Monticello, Kentucky. He resides at 1130 South Michigan Avenue, Chicago, Illinois 60605. He is married to the former Dorothy Loftin. They have two sons, Richard of Stockton, California, and Leigh of Chicago, Illinois. Mr. Oliver attended public schools in Ponca City, Oklahoma, and received a B.A. in English from Oklahoma State University. He completed a year of graduate study in English at Oklahoma State University and a year of graduate study in English at the University of Minnesota while working as a teaching assistant.

From 1941 to 1947, Mr. Oliver worked for the Chicago and Northwestern Railway in the operating department rising to trainmaster. He was with Illinois Central Gulf Railroad from 1948 to 1975, working in various labor relations positions, then as Manager of Personnel, Director of Personnel, Vice President for Personnel, and finally Senior Vice President for Personnel and Administration.

Mr. Oliver is an Episcopalian and is active at the parish diocesan, and national levels.

Mr. Oliver's initial appointment as Management Member of the U.S. Railroad Retirement board was to fill an unexpired term that expired on August 28, 1978. On October 15, 1978, the Senate confirmed President Carter's reappointment of Mr. Oliver for a five-year term to the Railroad Retirement Board. That appointment expires on August 28, 1983.

BIOGRAPHY-KENNETH J. ZOLL

Kenneth J. Zoll has been with the Railroad Retirement Board since July 14, 1969. Since March, 1978, he has been Assistant to the Labor Member of the Board. His Board experience prior to his present assignment was in Administrative Manage

Born in Chicago, Illinois, in 1947, Mr. Zoll attended Loyola University, Chicago, where he earned a B.S. degree in 1969, a M.B.A. in 1974 from Loyola, and he currently is a M.I.R. candidate at Loyola.

Mr. Zoll is an instructor in cardiopulmonary resuscitation at the Board, the American Heart Association, and the American Red Cross. He is a Lieutenant and EMS Coordinator, Clarendon Heights Fire Protection District, Clarendon Hills, IlliFrom 1971 to 1973, Mr. Zoll was a Committeeman, American Federation of Government Employees, Local 375.

On my left, is Mr. Earl Oliver, the management member of the Board. On my right is Mr. Ken Zoll, who is sitting in for the labor member, Mr. Chamberlain, who unfortunately couldn't be with us today; he is home recovering from surgery. On his right is Mr. Norman Solomon, the acting chief actuary of the Board. On Mr. Oliver's left, is Mr. Paul Cote, director of budget and fiscal operations, who helped us put this budget together.
