In June, 1917, a board of investigation was convened at the Marine Barracks, Port au Prince, Haiti, by order of the brigade commander, First Provisional Brigade, United States Marines, and after careful consideration of all the evidence in the case recommended the payment of $825, which it considered fair compensation for the losses suffered.

The case was brought to the department's attention by the French Embassy on March 7, 1918, and was subsequently discussed with the Navy Department, which stated its willingness to recommend a payment of $1,000 in settlement of the claim. This offer was communicated to the French Embassy, which replied that it was unsatisfactory and suggested that the case be submitted to arbitration. Principally on account of the cost of such procedure the department declined the offer of arbitration and suggested as an alternative procedure an informal examination and discussion of the case by the minister of France and the high commissioner of the United States at Port au Prince. The department's suggestion was concurred in by the French Embassy. After a lengthy discussion of the case the French minister and the American high commissioner recommended to their respective Governments that the claim be settled by the payment of $1,000 plus simple interest at 6 per cent on this amount from October, 3, 1916, until payment.

It is recommended that you submit to the Congress a request for an appropriation in that amount to be paid in full settlement of the claim. Respectfully submitted.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 13035) to extend the times for commencing and completing the construction of a bridge across the Grand Calumet River at East Chicago, Ind., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill, H. Dear Mr. PARKER: Careful consideration has been given to the bill H. R. 13035, transmitted with your letter of June 19, with request for a report thereon and such views relative thereto as the department might desire to communicate. This bill would extend for one and three years, respectively, from February 13, 1930, the times for commencing and completing the construction of a bridge across the Grand Calumet River at or near East Chicago, Ind., authorized by act

approved February 13, 1929, to be built by the Chicago, South Shore & South Bend Railroad, its successors and assigns. The bill appears to relate to a railroad bridge and is without objection so far as this department is concerned.

AN ACT Granting the consent of Congress to the Chicago South Shore and South Bend Railroad to com. struct, maintain, and operate a railroad bridge across the Grand Calumet River at East Chicago, Indiana

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress is hereby granted to the Chicago South Shore and South Bend Railroad and its successors and assigns to construct, maintain, and operate a railroad bridge across the Grand Calumet River, at a point suitable to the interests of navigation, in the city of East Chicago, county of Lake, State of Indiana, in accordance with the provisions of an Act entitled, "An Act to regulate the construction of bridges over navigable waters," approved March 23, 1906.

SEC. 2. The right to sell, assign, transfer, and mortgage all the rights, powers, and privileges conferred by this act is hereby granted to the Chicago South Shore and South Bend Railroad, its successors and assigns, and any corporation to which or person to whom such rights, powers, and privileges may be sold, assigned, or transferred, or who shall acquire the same by mortgage foreclosure or otherwise is hereby authorized to exercise the same as fully as though conferred herein directly upon such corporation or person.

SEC. 3. That the right to alter, amend, or repeal this act is expressly reserved. Approved, February 13, 1929.
