STATEMENT OF THE MANAGERS ON THE PART OF THE HOUSE

The managers on the part of the House at the conference on the disagreeing votes of the two Houses on the amendments of the Senate to the bill (H. R. 6) to amend the definition of oleomargarine contained in the act entitled "An act defining butter, also imposing a tax upon and regulating the manufacture, sale, importation, and exportation of oleomargarine," approved August 2, 1886, as amended, submit the following written statement in explanation of the effect of the action agreed upon by the conferees and recommended in the accompanying conference report:

Amendment No. 1: The House bill enumerated certain products which it is declared shall not be covered by the new definition of oleomargarine contained in the bill. The Senate amendment adds to this list other products which it is not intended shall be covered by the new definition of oleomargarine; and the House recedes.

Amendment No. 2: The Senate amendment excludes from the new definition of oleomargarine contained in the bill certain cooking compounds and cooking oils; and the Senate recedes.

Amendment No. 3: The House bill provided that the act should take effect six months after the date of its enactment. The Senate amendment changes this period to 12 months; and the House recedes.

REPORT

[To accompany H. R. 12232]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 12232) authorizing P. D. Anderson and W. B. Johnson, their heirs, legal representatives, and assigns to construct, maintain, and operate a bridge across the Rio Grande River between Presidio, Tex., and Ojinaga, Mexico, having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the State and War Departments, as will appear by the letters attached.

Johnson, their heirs, legal representatives, and assigns to construct, maintain, and operate a bridge across the Rio Grande River between Presidio, Tex., and Ojinaga, Mexico, and requesting an expression of this department's views in the premises, you are informed that from the standpoint of international relations no objection is perceived to the passage of the bill in question.

DEAR MR. PARKER: Careful consideration has been given to the bill, H. R. 12616, transmitted with your letter of May 27 with request for a report thereon and such views relative thereto as the department might desire to communicate. This bill would authorize the State of Georgia and the counties of Wilkinson, Washington, and Johnson, of said State, to construct, maintain, and operate a free highway bridge and approaches thereto across the Oconee River at or near Balls Ferry, Georgia. Favorable action on the bill is recommended.

REPORT

[To accompany H. R. 12617]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 12617) granting the consent of Congress to the State of Florida, through its highway department, to construct a bridge across the Choctawhatchee River east of Freeport, Fla., having considered and amended the same report thereon with a recommendation that it pass.

Amend the bill as follows:

Page 1, lines 4 and 5, after the word "department," strike out the words "and its successors and assigns,". Line 5, after the words "operate a" insert the words "free highway".

Amend the title so as to read:

A bill granting the consent of Congress to the State of Florida, through its highway department, to construct, maintain, and operate a free highway bridge across the Choctawhatchee River, east of Freeport, Fla.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

DEAR MR. PARKER: Careful consideration has been given to the bill H. R. 12617, transmitted with your letter of May 28, 1930, with request for a report thereon and such views relative thereto as the department might desire to communicate.

This bill would authorize the State of Florida, through its highway depart ment, its successors and assigns, to construct, maintain, and operate a bridge and approaches thereto across the Choctawhatchee River at a point east of Freeport connecting the counties of Washington and Walton. The location indicated for the proposed bridge is not on the system of Federal-aid highways approved for the State of Florida. However, the authorization would be granted to the State of Florida and favorable action on the bill is recommended.
