Hunter weapons.

A Los Angeles man, Haywood (Hy) Hunter, was perhaps the leading promoter of this type of import operation.

As the subcommittee knows from previous hearings, many of these guns came into the country as scrap and parts and were then assembled here by a person holding a $25 Federal firearms-manufacturers-importers license.

It is impossible to state how many of these weapons have been placed in the hands of criminals. Needless to say, they have proven to be more than the antiques and collectors' items which the importers

claimed.

The importation and mail-order merchandising of foreign handguns has placed on the market an array of weapons priced from $9.95 to $69.95. The committee should know that it is virtually impossible to trace these weapons when they become involved in a crime. They are imported by many companies under many names. There is no place at which an officer can begin to conduct a systematic search. Unless a receipt of sale, or other direct connection is found, it is almost impossible to find or locate the dealer having a record of sale. Local police departments cannot begin to contact foreign_manufacturers, even if they are known, at least not during the period of time officers have to secure evidence for court presentation.

Senator DODD. Thank you, sergeant. That is helpful testimony from an expert.

Mr. GONZALEZ. Senator, I would like to introduce here a copy of the Shotgun News of May 1, 1965, which carries the ad on pages 10 and 11. It shows the imports on this page I think there are only one or two American weapons, and the rest are foreign imports.

Senator DODD. Thank you.

Mr. GONZALEZ. Mr. Perian?

Mr. PERIAN. Just one question.

Sergeant, are we to understand that you have been forced to allow the delivery of heavy weapons simply because you haven't the authority to prevent such activities?

Mr. GONZALEZ. Yes. We have had cases where we have seen the weapons and there is nothing we can do to prevent their delivery. As a matter of fact, many of these people tell us that we have no right to question them, because they have committed no crime so far as the law is concerned.

Mr. PERIAN. And that includes the case of the antitank gun and the 750,000 rounds of ammunition, and so forth?

Mr. GONZALEZ. That is right, because the violation involved an automatic weapon and not the possession of the antitank gun or the 20millimeter cannon or the 750,000 rounds of ammunition.

Senator DODD. So you do not control this within the State of California by making it illegal to possess a cannon or antitank gun?

Mr. GONZALEZ. At the present there is no law prohibiting the sale of any antitank guns or any mortars.
