DEAR SIR: Complying with the requirements of Section 1544 of the Charter the following report is made of the operations and action of the Department of Taxes and Assessments for the year ending March 31, 1928. It has been the aim and purpose of the Board of Commissioners to so function that the work of assessing real and personal property in the City of New York be done in accordance with the tax laws of this State and with the Charter provisions and consistent with the principle of law that obtains in the assessment of taxable property, and also from time to time to improve the methods employed in making assessments so that the latter might be fairly and impartially made and result in an equalization essential to the best interests of the taxpayers of the City. Careful attention was given to such legislation as was proposed to change the tax laws and to that end recommendations were made and bills which were regarded as inimical to the taxpayers as they affect taxation matters were opposed. The total assessed valuation of real and personal property for 1927 and 1928 is as follows: THE The increase for each class of real and personal property with the exception of Special Franchises is as follows: There was a tentative increase on October 1, 1927 on real estate of $2,323,037,000, of which $846,344,915 was for new buildings and improve ments.
