These funds will be expanded for the development of sub-systems designed to collect and maintain work activity, budget, and personnel data which relates directly to the case handling process and can be utilized by the agency in preparing status reports and developing budget work programs.

SUMMARY

The Commission has directed this request toward the establishment of staff levels which will allow the Agency to process the bulk of its case load expeditiously during Fiscal Year 1973. While the positions requested will not provide the staffing requirements necessary to eliminate the entire backlog of unassigned cases and to process all cases through the statutory review period, the Commission plans to direct

its attention during the coming year to the improvement of the productivity leve is upon which its current request is based.

Occupational Safety and Health Review Commission

Explanation of Object Classifications

Personnel compensation - $3,964,000: Provides for three appointed members of the Commission and a proposed full-time staff of 222. Personnel will be located in the field as well as in Washington.

Personnel benefits - $372,000: Mandatory contributions to the retirement fund and other fringe benefits for employees.

Travel and transportation of persons $410,000: Provides funding for Hearing Examiners to travel to the site of alleged violations to conduct hearings, funds for official travel for other members of the Commission, and anticipated costs associated with relocating employees.

Transportation of things $100,000: This amount is arbitrarily determined to be adequate to reimburse employees for moving expenses and to cover the freight costs associated with procuring and moving new equipment.

Rent, communications, and utilities - $276,000: To fund space acquisitions, telephone charges, payment to the postal service and equipment rentals.

Printing and reproduction - $25,000: Funding necessary to reimburse GSA for printing expenses and for the printing of our annual report.

Other services $665,000: The majority of these funds will be used to reimburse commercial court reporters for transcribing hearings and for reimbursement to GSA for administrative support.

Supplies and materials - $20,000: Necessary administrative supplies and subscriptions to publications.

Equipment - $100,000: This amount is arbitrarily determined to be adequate for our expanded staff.
