HOUSE LEADERSHIP OFFICES

Mr. FAULKNER. Page 4 of my submission relates to the salaries and expenses of House leadership offices, which is $11,889,000. This represents an increase of $618,000, or 5.48 percent of the amount enacted in fiscal year 1996.

Each leadership office may be entitled to a statutory allowance, lump sum allowance, and/or official expenses allowance pursuant to existing statute.

The statutory allowance authorizes each leadership office certain positions and compensation rates specifically established by law.

A lump sum allowance is authorized to all leadership offices, except the Speaker's office for Legislative Floor Activities and nine Minority employees. The lump sum allowance provides funding for all other positions and nonpersonnel expenditures.

The annual official expense allowance is authorized to the Speaker, the Majority and Minority Leaders, and the Whips.

The fiscal year 1997 budget request represents full funding of all authorizations for each leadership office.

A parity has been maintained between the Majority and Minority offices, excluding the Speaker, and two-thirds of the nine Minority employees. I will now present each leadership office funding request.

Mr. PACKARD. Before you do, this parity, would you briefly identify the specifics of the parity in regard to both the Republican and the Democratic leaderships?

Mr. FAULKNER. I will turn that over to Mr. Anfinson.
Mr. ANFINSON. The Majority and Minority both have

parity.

Mr. PACKARD. Is that dollar parity?

Mr. ANFINSON. And dollar parity as well.

Mr. FAULKNER. Page 5, is the House leadership offices' appropriations, actual expenditures, and unexpended balances of 1995, 1996, and 1997 which I submit for the record.

Page 11, the Speaker's office for Legislative Floor Activities. Then down to Republican Steering Committee, Republican Conference, Democratic Steering Committee and Policy Committee. The Democratic Caucus on page 15, and the nine Minority employees on page 16.

That completes pages 6 through 16 relating to fiscal year 1997 and comparative 1995-1996 totals for the leadership office which I submit for the record.
