A BILL

To amend title 11 of the United States Code to make nondischargeable a debt for death or injury caused by the debtor's operation of watercraft or aircraft while intoxicated.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the "Boating and Aviation Operation Safety Act of 1994-1995.

SEC. 2. AMENDMENT.

Section 523(a)(9) of title 11, United States Code, is amended by inserting ", watercraft, or aircraft" after "motor vehicle".

Sec. 2 annotation: Amends Federal bankruptcy law to make
nondischargeable in bankruptcy a debt for death or personal injury
caused by the debtor's operation of a watercraft or aircraft while
intoxicated from alcohol, a drug, or other substance.

SEC. 3. EFFECTIVE DATE; APPLICATION OF AMENDMENT.

(a) EFFECTIVE DATE: Except as provided in subsection (b), this Act and the amendment made by section 2 shall take effect on the date of the enactment of this Act.

(b) APPLICATION OF AMENDMENT: The amendment made by section 2 shall not apply with respect to cases commenced under title 11 of the United States Code before the date of the enactment of this Act.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Aet may be eited as the "Title 18 Uniformity Act of 1995".

SEC. 2. ADJUSTING AND MAKING UNIFORM THE DOLLAR AMOUNTS USED IN TITLE 18 TO DISTINGUISH BETWEEN GRADES OF OFFENSES.

(e) Sections 215, 288, 641, 643, 644, 645, 646, 647, 648, 649, 650, 651, 652, 653, 654, 655, 656, 657, 658, 659, 661, 662, 665, 872, 1003, 1025, 1163, 1361, 1707, 1711, and 2113 of title 18, United States Code, are amended by striking "$100" each place it appears and inserting "$1,000".

(b) Section 510 of title 18, United States Code, is amended by striking "$500" and inserting "$1,000".

-(e) Section 1864 of title 18, United States Code, is amended by striking "$10,000" and inserting "$1,000".

SECTION 1. SHORT TITLE.

This Act may be cited as the "Title 18 Uniformity Act of 1995".

SEC. 2. ADJUSTING AND MAKING UNIFORM THE DOLLAR AMOUNTS USED IN TITLE 18 TO DISTINGUISH BETWEEN

GRADES OF OFFENSES.

(a) Sections 215, 288, 641, 643, 644, 645, 646, 647, 648, 649, 650, 651, 652, 653, 654, 655, 656, 657, 658, 659, 661, 662, 665, 872, 1003, 1025, 1163, 1361, 1707, 1711, and 2113 of title 18, United States Code, are amended by striking "$100" each place it appears and inserting "$1,000".

(b) Section 510 of title 18, United States Code, is amended by striking "$500" and inserting "$1,000".

Sec. 2 annotation: Amends the Federal criminal code to increase from
$100 ($500 for forging endorsements on U.S. checks, bonds, or
securities) to $1,000 the dollar amount used to distinguish between
grades of, and to trigger more severe punishment for the following
offenses: receipt of commissions or gifts for procuring loans; false
claims for postal losses; embezzlement and theft of public money,
property or records; extortion by officers or employees of the United
States; fraudulent demands against the United States; false pretenses
on the high seas and other waters; embezzlement and theft from
Indian tribal organizations; willful injury or depredation against any
property of or manufactured or constructed for the United States;
theft of property used by the Postal Service; misappropriation of
postal funds; and bank robbery and incidental crimes.

SEC. 3. EFFECTIVE DATE.

This Act and the amendments made by this Act shall apply to sentences imposed on or after the date of enactment of this Act.
