CHAIRMAN PACKARD'S OPENING STATEMENT

Mr. PACKARD. Ladies and gentlemen, I think we will begin. It is 1:30, and that is the scheduled beginning time.

I would like to make an opening statement, but first I want to welcome Congressman Ray Thornton a member of the subcommittee. I will ask him for opening remarks later on, along with the other members of the subcommittee, but I am particularly grateful to him for being with us.

Each Member has received the hearing schedules for the subcommittee. I think we have additional copies if it is necessary, and we can make them available. We start of course today and go through Wednesday of next week. Tomorrow, we will have a full day of hearings, both a morning session and an afternoon session; Thursday, a morning session, and Tuesday of next week a morning and an afternoon session, and hopefully completing our hearings by Wednesday, the 6th of March, in the morning sometime.

It is a pleasure now to commence our hearing process this year. This is the second year that we are holding hearings with me being the Chairman, and it is a great privilege to welcome back the same members of the subcommittee: Myself, Bill Young of Florida, who is the Vice Chairman; Charles Taylor of North Carolina; Dan Mil
