Section 3.1 Authority, and order of precedence, of Deputy Governors to act in the absence of the Governor. F. F. Hill, Deputy Governor, is authorized to execute and perform all functions, powers, authority, and duties pertaining to the office of Governor of the Farm Credit Administration, in the event that the Governor is unavailable to act, by reason of absence from the Washington office of the Farm Credit Administration, or for any other cause.

Arthur T. Esgate, Deputy Governor, is authorized to execute and perform all functions, powers, authority, and duties pertaining to the office of Governor of the Farm Credit Administration, in the event that the Governor and Deputy Governor Hill are both unavailable to act, by reason of absence from the Washington office of the Farm Credit Administration, or for any other cause.

Charles A. Stewart, Deputy Governor, is authorized to execute and perform all functions, powers, authority, and duties pertaining to the office of Governor of the Farm Credit Administration, in the event that the Governor, Deputy Governor Hill, and Deputy Gover

3.5 Functions, powers, authority, and duties of Land Bank Commissioner. The Land Bank Commissioner shall, subject to the jurisdiction and control of the Farm Credit Administration, execute and perform all functions, powers, authority, and duties heretofore vested in or conferred upon the Federal Farm Loan Board or the Land Bank Commissioner (previously known as the Farm Loan Commissioner), except functions, powers, authority, and duties pertaining to intermediate credit and to matters incidental thereto and to the administration of the provisions of law relative to Federal intermediate credit banks, and shall, subject to such supervision and control, execute and perform all functions, powers, authority, and duties of the Farm Credit Administration relative to the administration of the provisions of law relating to Federal land banks, national farm loan associations, and joint stock land banks. 3.6 Order of precedence of Deputy Land Bank Commissioners. W. J. McAnelly, Deputy Land Bank Commissioner, is authorized and empowered to perform any and all functions, powers, authority, and duties which the Land Bank Commissioner is authorized and empowered to perform in the event said Commissioner is absent or unable to serve for any reason.

P. L. Gaddis, Deputy Land Bank Commissioner, is authorized and empowered to perform any and all functions, powers, authority, and duties which the Land Bank Commissioner is authorized and empowered to perform in the event said Commissioner and Deputy Land Bank Commissioner McAnelly are absent or unable to serve for any reason.

J. R. Isleib, Deputy Land Bank Commissioner, is authorized and empowered to perform any and all functions, powers, authority, and duties which the Land Bank Commissioner is authorized and empowered to perform in the event said Commissioner and Deputy Land Bank Commissioners McAnelly and Gaddis are absent or unable to serve for any reason.

W. E. Rhea, Deputy Land Bank Commissioner, is authorized and empowered to perform any and all functions, powers, authority, and duties which the Land Bank Commissioner is authorized and empowered to perform in the event said Commissioner and Deputy Land Bank Commissioners McAnelly, Gaddis, and Isleib are absent or unable to serve for any reason. 3.7 Approval of acts of receivers of joint stock land banks by Land Bank Commissioner and Deputy Land Bank Commissioners. Authorization is given to the Land Bank Commissioner to approve, on such terms as the Commissioner shall direct, the acts

pursuant to section 29 of the Federal Farm Loan Act (39 Stat. 381; 12 U.S.C. 961–967, and Sup.) of any receiver of any joint stock land bank appointed under the provisions of said section 29.

Authorization is given, severally and not jointly, to P. L. Gaddis, W. J. McAnelly, and W. E. Rhea, Deputy Land Bank Commissioners, to approve (on such terms as any one of said Deputy Land Bank Commissioners shall direct) the acts pursuant to section 29 of the Federal Farm Loan Act (39 Stat. 381; 12 U.S.C. 961-967, and Sup.) of any receiver of any joint stock land bank appointed under the provisions of said section 29. 3.8 Approval of acts of receivers of joint stock land banks by Chief of Joint Stock Land Bank Section. R. C. Engberg, Chief, Joint Stock Land Bank Section, is authorized to approve, on such terms as he shall direct, the acts pursuant to section 29 of the Federal Farm Loan Act (39 Stat. 381; 12 U.S.C. 961-967, and Sup.) of any receiver of any joint stock land bank appointed under the provisions of said section 29 in the event that Deputy Commissioner W. 3.9 Authorization to hold title to real estate for a longer period than five years. Authorization is given, severally and not jointly, to W. J. McAnelly, Deputy Land Bank Commissioner, Carl Colvin, Assistant Deputy Land Bank Commissioner, James B. Davis, Chief, Real Estate and Collection Section, and Barney Schneckloth, Assistant Chief, Real Estate and Collection Section, to authorize (on such terms as any one of them shall direct) the Federal land banks and joint stock land banks to hold title and possession of real estate for a period longer than five years pursuant to paragraph Fourth (b) of section 13 of the Federal Farm Loan Act (39 Stat. 372; 12 U.S.C. 781 "Fourth"), as amended. 3.10 Authorization for joint stock land banks to hold title to real estate for a longer period than five years. Authorization is given, severally and not jointly, to W. E. Engberg, Chief, Joint Stock Land Bank Section, to authorize (on such terms as either of them shall direct) the joint stock land banks to hold title and possession of real estate for a period longer than five years pursuant to paragraph Fourth (b) of section 13 of the Federal Farm Loan Act (39 Stat. 372; 12 U.S.C. 781 "Fourth"), as amended. Smith, Chief Reviewing Appraiser, to approve loans by the Federal land banks in excess of $25,000, pursuant to paragraph Seventh of section 12 of the Federal Farm Loan Act (39 Stat. 370; 12 U.S.C. 771 "Seventh"). 3.13 Approval of loans by the Federal land banks to livestock corporations. Authorization is given, severally and not jointly, to P. L. Gaddis, Deputy Land Bank Commissioner, W. J. McAnelly, Deputy Land Bank Commissioner, and John A. Smith, Chief Reviewing Appraiser, to permit, pursuant to section 12 "Sixth" of the Federal Farm Loan Act, as amended by section 18 of the Farm Credit Act of 1935 (39 Stat. 370, 49 Stat. 319; 12 U.S.C. 771 "Sixth" and Sup.), loans by the Federal land banks to corporations engaged in the raising of livestock where not all the stock of the corporation is owned by individuals themselves personally actually engaged in the raising of livestock on the farm to be mortgaged as security for the loan, but at least 75 per centum in value and number of shares of the stock of the corporation is owned by the individuals personally actually so engaged. 3.14 Approval of Land Bank Commissioner loans to livestock corporations. Authorization is given, severally and not jointly, to P. L. Gaddis, Deputy Land Bank Commissioner, W. J. Smith, Chief Reviewing Appraiser, to permit, pursuant to section 32 of the Emergency Farm Mortgage Act of 1933, as amended by section 2 (c) of the Farm Credit Act of 1935 (48 Stat. 48, 49 Stat. 313; 12 U.S.C. 1016 (f) and Sup.), loans by the Land Bank Commissioner to corporations engaged in the raising of livestock where not all the stock of the corporation is owned by individuals themselves personally actually_engaged in the raising of livestock on the land to be mortgaged as security for the loan, but at least 75 per centum in value and number of shares of the stock of the corporation is owned by the individuals personally actually so engaged.
