SUBCOMMITTEE ON SPACE SCIENCE AND APPLICATIONS,

The subcommittee met at 10 a.m., in room 2325, Rayburn House
Office Building, Hon. Joseph E. Karth (chairman of the subcommit-
tee) presiding.

Mr. KARTH. The meeting will come to order. This morning the Subcommittee on Space Science and Applications begins its hearings on the NASA authorization bill for fiscal year 1970.

Might I say to begin with, Dr. Naugle, we are very happy to meet again with our friends from NASA to consider the budget request of the Office of Space Science and Applications for fiscal year 1970.

I have planned no preliminaries, nor have I planned a preliminary statement other than to say we would like very much, at a minimum, to stick to the schedule that we have published, of which you have received a copy. Because we may find that, during the course of our hearings, we have become bogged down with questions and answers, such as has happened in the past, there is a possibility we may have to meet an afternoon or two.

Dr. NAUGLE. We understand that, Mr. Chairman.

Mr. KARTH. I think this will be quite possible from the standpoint of the committee members, because we expect very little legislative business before the Congress this week, and I understand very little

next week also.

Thursday of this week, however, we have a major piece of legislation before the Congress. Therefore, for all practical purposes, I think you can rule out Thursday. There will be no possibility of an afternoon meeting on Thursday.

Second, it was suggested during our executive session this morning that if possible the members would like very much to have the prepared statements submitted the day before the witness appears; then perhaps the witness could just summarize the statement on the day that he gives his testimony.

I would like very much to try that for a day or two to see whether or not it is possible for us to get as much out of the presentation by presubmission as we would otherwise get. So, if you could present us today with the statements that will be given by Mr. Hearth and Mr. Scherer tomorrow, so as to give the subcommittee members an oppor
